He understood that food is Brahman. For from food indeed these beings are born; by food, once born, they live; into food they go and enter when they depart. Having understood this, he went again to his father Varuṇa: 'Sir, teach me Brahman.' He said to him: 'Seek to know Brahman by tapas. Tapas is Brahman.' He performed tapas. Having performed tapas,

Tapas here means focused, disciplined inquiry. It is not a call to fast or punish the body, and it is not medical advice.

Bhṛgu's first answer was not wrong, only incomplete, and he sensed it. Varuṇa neither praises nor corrects; he says, keep going. Honest learning means not stopping at the first answer that fits.

Taittiriya 3.2.1: after tapas, Bhṛgu concludes that food is Brahman, since it fits his father's definition; not satisfied, he returns, and Varuṇa tells him to keep seeking by tapas.
