One who sees his own nature, innate, unborn and beyond thought, is not stained by faults even if he acts as he pleases. And if, because there is no doer, he does no action at all even once, he is not bound by that either: he is the true self-restrained one, the true ascetic.
These verses describe the state of one already free; they are not a licence to drop ethics, practice, or care for one's body, family, work or treatment. 'Acting as he pleases' is never a justification for harming anyone.
Meaning today and context
This describes the state of one already free, not a licence to drop ethics. For us, the point is that freedom is inner: action done without the sense of 'I am the doer' does not weigh on us.
Dattatreya describes the freedom of one who sees his innate, unborn nature: neither doing nor not doing binds him.
