It is not bound by the noose of qualities and no-qualities; how then should I perform the acts of dying and living? Thus pure, stainless, the same in all, why do you weep, O mind? All is one and the same.
Meaning today and context
Our moods and tendencies feel like ropes that tie us. The verse says the Self is not tied by them, so we need not weep as if we were their prisoner.
In chapter 5, Dattatreya speaks to his own mind with the refrain 'why do you weep?'; he says he is not bound by the noose of qualities, so the acts of living and dying have no hold on him.
