Niti Shataka 1.4

1.4 Bhartrihari

prasahya maṇimuddharenmakara-vaktra-daṃṣṭrāntarāt | samudramapi santaretpracaladūrmi-mālākulam | bhujaṅgamapi kopitaṃ śirasi puṣpavaddhārayet | na tu pratiniviṣṭa-mūrkha-jana-cittamārādhayet ||

One might wrench a jewel by force from between the teeth of a crocodile's jaws; one might cross the ocean churning with rows of waves; one might wear an angry serpent on one's head like a flower; but one cannot win over the mind of a stubborn fool.

"Fool" here means a person who refuses to listen, not someone less educated; the verse is not a licence to look down on anyone or to dismiss people who disagree.

Meaning today and context

Some people have decided not to be persuaded, and no amount of effort will change that. Recognising this saves you energy: say your piece once, calmly, and let it go.

Bhartrihari lists impossible feats that are still easier than changing the mind of an obstinate fool.
