Shvetashvatara Upanishad 2.6

2.6 Upanishadic seer

agniryatrābhimathyate vāyuryatrādhirudhyate | somo yatrātiricyate tatra saṃjāyate manaḥ ||

Where fire is churned forth, where the wind is held in check, where soma overflows, there the mind is born.

Meaning today and context

A focused, awakened mind does not appear by accident; it grows where there is effort (the churning), restraint of breath and energy, and a fullness of joy.

Shvetashvatara describes where the mind comes to life, in the imagery of the Vedic fire ritual: where fire is kindled by churning, wind is controlled and soma flows over. The verse is read both ritually and as inner yoga (inner fire, controlled breath).
