Shvetashvatara Upanishad 3.11

3.11 Upanishadic seer

sarvānanaśirogrīvaḥ sarvabhūtaguhāśayaḥ | sarvavyāpī sa bhagavāṃstasmātsarvagataḥ śivaḥ ||

He has the faces, heads and necks of all; he dwells in the heart of every being; he pervades all, the Blessed One. Therefore Śiva is present everywhere.

Meaning today and context

If the divine lives in every heart, then every face we meet is in some sense its face. That is a ground for respect and kindness.

In the third chapter Shvetashvatara praises the one Lord, Rudra (Śiva), as ruler of the worlds. He describes the Blessed One whose faces, heads and necks are all beings, who dwells in the heart of each.
