Shvetashvatara Upanishad 3.2

3.2 Upanishadic seer

eko hi rudro na dvitīyāya tasthe ya imāṃllokānīśata īśanībhiḥ | pratyaṅjanāstiṣṭhati saṃcukocāntakāle saṃsṛjya viśvā bhuvanāni gopāḥ ||

For Rudra is one; there is no second to stand beside him. He rules these worlds by his ruling powers. He stands facing all creatures; having created all the worlds, the protector draws them back in at the end of time.

Meaning today and context

Creation, care and dissolution belong to one power. Endings, too, are part of that same order, not a sign that we have been abandoned.

In the third chapter Shvetashvatara praises the one Lord, Rudra (Śiva), as ruler of the worlds. He declares Rudra to be one without a second, the creator and protector who withdraws the worlds at the end of time.
