He who is the source and origin of the gods, the ruler of all, Rudra, the great seer, who saw Hiranyagarbha being born: may He join us to a good and clear understanding.

The prayer for a good mind returns again and again in this text. A clear, wholesome understanding is something to ask for every day, not once.
The sage repeats (from 3.4) the prayer to Rudra, the source of the gods, who saw the first-born Hiranyagarbha, asking again for good understanding.
