Shvetashvatara Upanishad 4.9

4.9 Upanishadic seer

chandāṃsi yajñāḥ kratavo vratāni bhūtaṃ bhavyaṃ yacca vedā vadanti | asmānmāyī sṛjate viśvametattasmiṃścānyo māyayā saṃniruddhaḥ ||

The metres, the sacrifices, the rites, the vows, the past and the future, and all that the Vedas speak of: from this the wielder of māyā projects this whole world, and in it the other one (the individual soul) is held fast by māyā.

Meaning today and context

The same world that is God's creative play can feel like a trap to us when we take it as all there is. The bondage is in how we are caught, not in the world itself.

The sage says the one who wields māyā projects the whole world, including the Vedas and rites, and the individual is bound within it by that same māyā.
