Your sixteen thousand wives, with sidelong smiling glances that revealed their feelings, with the arches of their brows sending messages of love, skilled in love's arts, using all of Kama's arrows, could not with all their means unsettle your senses.
This praises Krishna's self-mastery. It does not portray women as temptations, and must never be used to blame, demean or control women.
Meaning today and context
The point is Krishna's inner steadiness, not anything about the women; in the Bhagavata his queens are themselves great devotees.

The gods praise Krishna's self-mastery: even his sixteen thousand wives, with every art of love, could not stir his senses.
