Uddhava Gita 17.23

17.23 Krishna to Uddhava

tadvatṣoḍaśasaṅkhyāne ātmaiva mana ucyate | bhūtendriyāṇi pañcaiva mana ātmā trayodaśa ||

Likewise, in the count of sixteen the Self itself is called the mind. [In the count of thirteen]: the five elements, the five senses, the mind and the Self [as individual and supreme] make thirteen.

Counting systems are tools, not rival truths. What matters is the distinction they all keep between what is seen and the one who sees.

Krishna explains the counts of sixteen and thirteen (Bhagavata 11.22.23). In the thirteen, the Self is evidently counted twice, as individual and supreme, to reach the total.
