Uddhava Gita 17.54

17.54 Krishna to Uddhava

yathāmbhasā pracalatā taravo'pi calā iva | cakṣuṣā bhrāmyamāṇena dṛśyate bhramatīva bhūḥ ||

As trees seem to move when seen in moving water, and the earth seems to spin to an eye that is spinning,

Meaning today and context

When we are agitated, the whole world looks agitated. Sometimes the turmoil is in the seeing, not in what is seen.

Krishna gives further similes (Bhagavata 11.22.54) for how the unmoving Self seems to move with the mind.
