Uddhava Gita 21.24

21.24 Pururavas

tasmātsaṅgo na kartavyaḥ strīṣu straiṇeṣu cendriyaiḥ | viduṣāṃ cāpyavisrabdhaḥ ṣaḍvargaḥ kimu mādṛśām ||

Therefore one should not let the senses form attachment to women or to those attached to women. Even for the wise the six inner enemies are not to be trusted; how much less for people like me?

This is Pururavas blaming his own craving, in the renunciate idiom of its time. It is about one's own attachment and must never be used to blame, demean or control women.
