Meaning today and context
The words 'if one has the means' matter: worship is fitted to what one can afford, never a burden beyond it.
Krishna (Bhagavata 11.27.30) describes bathing the image daily, if one has the means, with water scented with sandal, vetiver, camphor, saffron and aloe, while reciting mantras.
