padāpi yuvatīṃ bhikṣurna spṛśeddāravīmapi | spṛśankarīva badhyeta kariṇyā aṅgasaṅgataḥ ||
A mendicant should not touch a young woman even with his foot, not even one made of wood; touching her, he would be bound like the elephant captured through contact with a she-elephant.
This verse is addressed to a male renunciate and reflects the renunciate viewpoint of its time. It is about one's own craving, and must never be used to blame, demean or control women. It is not a demand for celibacy from anyone else.

The image is of hunters using a decoy to trap an elephant: craving is the trap. It is a rule for a renunciate's own vow of celibacy.
Krishna tells Uddhava what the Avadhuta said to King Yadu. His next teacher is the bull elephant, caught by means of a she-elephant; he applies it to a mendicant's vow.
