From those [actions] come merit and demerit for the one who does not know, and from them again a body; thus this round of births turns on ceaselessly, like a wheel.
Meaning today and context
Shankara calls the cycle a wheel because it has no exit from inside its own logic: more doing only feeds it. Even within one life, chasing results to fix restlessness tends to make the wheel spin faster.
Continuing the chain from 1.3: actions bring merit and demerit, which bring another body, and so the cycle of birth and death keeps turning.
