The holiest place is within, where everything sacred meets. Outer pilgrimage can be meaningful, but the verse points to the bath that changes how you see yourself.
Shankaracharya, in the fourteenth chapter of the Upadeshasahasri (on dream and memory), describes the inner place of pilgrimage.
