saṃkalpādhyavasāyau tu manobuddhyoryathākramāt | netaretaradharmatvaṃ sarvaṃ cātmani kalpitam ||
Intending and deciding belong to the mind and the intellect respectively; neither has the other's property. And all [of it] is imagined in the Self.
Meaning today and context
Wanting, planning and deciding are activities of the inner instruments. They can be watched, adjusted and improved, and none of them defines the one who watches.
Continuing the analysis, Shankaracharya assigns intention to the mind and decision to the intellect, and says all of it is only imagined in the Self.
