Upadeshasahasri 16.46

16.46 Shankaracharya

itaretarahetutve pravṛttiḥ syātsadā na vā | niyamo na pravṛttīnāṃ guṇeṣvātmani vā bhavet ||

If [the guṇas] were causes of one another, activity would go on always, or never [begin]. There could be no regulation of activities, either in the guṇas or in the Self.

Meaning today and context

A step in the debate with Sāṃkhya about what sets the world in motion; it has little direct counsel for daily life.

Continuing the critique of Sāṃkhya: the guṇas cannot be each other's cause of activity.
