Upadeshasahasri 17.36

17.36 Shankaracharya

kevalāṃ manaso vṛttiṃ paśyanmantā materajaḥ | vijñātāluptaśaktitvāttathā śāstraṃ na hītyataḥ ||

Seeing the bare act of the mind, the unborn [Self] is the thinker of thought. It is the knower because its power is never lost; so the scripture [says], 'for there is no [loss]…'

Meaning today and context

Even your thinking is something you can be aware of. Thoughts start and stop, but the knowing of them does not, which is why a racing mind does not have to be the last word about you.

Extending 17.35 to the mind: the unborn Self witnesses even the bare thought, and is the knower because its power of knowing is never lost, as Bṛhadāraṇyaka 4.3.30 says ('there is no loss of the knower's knowing').
