Upadeshasahasri 17.79

17.79 Shankaracharya

rājavatsākṣimātratvātsaṃnidhyādbhrāmako yathā | bhrāmayañjagadātmāhaṃ niṣkriyo'kārako'dvayaḥ ||

Like a king, being merely a witness; like a magnet, by mere presence setting [things] in motion: I, the Self, set the world moving while remaining actionless, no doer, without a second.

'No doer' is about the Self as witness; it does not remove responsibility for one's actions or duties in daily life.

Meaning today and context

A magnet moves iron without moving. Body and mind keep working in your presence, but you, the awareness, need not be dragged around by every movement.

Shankaracharya, in the seventeenth chapter of the Upadeshasahasri (on right thinking), gives two images of the Self as a non-acting witness: a king and a magnet.
