yenātmanā vilīyanta udbhavanti ca vṛttayaḥ | nityāvagataye tasmai namo dhīpratyayātmane ||
Salutation to That whose nature is the [witnessing of the] intellect's cognitions, which is eternal awareness, the Self in which the mind's modifications dissolve and from which they arise.
Meaning today and context
Thoughts and moods come and go, but the awareness in which they appear does not come and go with them. The chapter starts by bowing to that awareness.
The opening verse of chapter 18, 'Thou art That': Shankaracharya bows to pure consciousness, the Self that witnesses every cognition of the intellect.
