Because it is what the action most seeks [to reach], that which has [the form] is employed in the role of object; and that in which the form is placed is here called the instrument.
Meaning today and context
Every act of knowing has parts: the thing known, the mind that takes its shape, and the one who knows. Sorting them out is the first step to not confusing yourself with any of the first two.
Continuing the analysis, Shankaracharya uses the grammarians' terms: the external thing, as what action most seeks to reach, is the 'object'; the mind, in which the form is placed, is the 'instrument'.
