Agency and whatever else the ego has placed on the Self, on pure consciousness, all that, together with the ego itself, is negated by 'not this, not this'.
Saying 'I am not the doer' is about the deepest sense of self, not an excuse to disown one's actions, mistakes or duties; in daily life one still acts and answers for what one does.
Meaning today and context
The 'I' that worries, achieves, fails and compares is not your deepest self. Seeing this loosens the grip of a story about who you must be.
Shankaracharya states what 'not this, not this' removes: agency and everything else the ego has placed on pure consciousness, along with the ego itself.
