'I am Being, Brahman' and 'I act': both these notions have the Self as their witness. Of the two, it is more reasonable to give up the one born of ignorance.
Saying 'I am not the doer' is about the deepest sense of self, not an excuse to disown one's actions, mistakes or duties; in daily life one still acts and answers for what one does.
Meaning today and context
Both the busy sense of 'I am doing all this' and the quieter sense of simply being are seen by the same awareness. Resting in being, rather than in endless doing, is closer to who you are.
Shankaracharya compares two notions present in everyone, 'I am Being, Brahman' and 'I act', and argues which one should be given up.
