buddhisthaścalatīvātmā dhyāyatīva ca dṛśyate | naugatasya yathā vṛkṣāstadvatsaṃsāravibhramaḥ ||
Seen as if in the intellect, the Self seems to move and seems to think; like trees [seeming to move] to one in a boat, so is the illusion of transmigration.
Meaning today and context
When the mind races, it feels as if you are racing. But like trees seen from a moving boat, the movement belongs to the mind; the awareness watching it is still. Recognising this can steady you in anxious moments.
Shankaracharya explains how the unmoving Self seems to wander in samsara: it appears to share the movements of the intellect in which it is reflected.
