For living beings a human birth is hard to gain; harder still is manhood, and then being a brahmin; beyond that, devotion to the path of Vedic dharma, and beyond that, learning. Discerning the Self from the not-Self, direct experience, and abiding as one with Brahman: this liberation is not gained without the merit of countless millions of births.
'Manhood' (puṃstva) and 'being a brahmin' (vipratā) reflect the assumptions of the text's time. Self-knowledge is open to every person, of any gender or birth; never use this verse to rank or exclude anyone.
Meaning today and context
The verse's point is that a life able to ask 'who am I?' is precious and should not be wasted. Each step is a gift to be used, not a rank to be proud of.
The author describes how rare each step toward liberation is, rising from human birth to abiding as Brahman.
