viṣayebhyaḥ parāvartya sthāpanaṃ svasvagolake | ubhayeṣāmindriyāṇāṃ sa damaḥ parikīrtitaḥ | bāhyānālambanaṃ vṛttereṣoparatiruttamā ||

Turning both kinds of senses, those of knowing and of action, back from their objects and holding them in their own seats is called dama, restraint. The highest uparati, withdrawal, is when the mind's activity no longer leans on outer things.

Meaning today and context

Self-control starts with the senses: not letting eyes, tongue and hands follow every pull. Deeper still is a mind that no longer needs outside things to feel settled.

The author defines dama (sense restraint) and uparati (withdrawal).
