Vidura Niti 1.82

1.82 Vidura to Dhritarashtra

daśa dharmaṃ na jānanti dhṛtarāṣṭra nibodha tān | mattaḥ pramatta unmattaḥ śrāntaḥ kruddho bubhukṣitaḥ ||

Ten do not recognise dharma, Dhritarashtra; learn who they are: the intoxicated, the careless, the deranged, the exhausted, the angry, the hungry,

'Deranged' (unmatta) reflects the language of its time. Mental illness is not a moral failing, and this must never be used to stigmatise anyone.

Meaning today and context

In certain states, drunk, distracted, exhausted, angry or hungry, anyone loses sight of what is right. These are not moments to make decisions or to expect fairness from others.

Moving to 'ten', Vidura lists those who in their condition cannot see what is right.
