deśācārānsamayāñjātidharmānbubhūṣate yastu parāvarajñaḥ | sa tatra tatrādhigataḥ sadaiva mahājanasyādhipatyaṃ karoti ||

He who seeks to understand the customs of regions, the conventions of groups and the ways of communities, knowing high and low, is welcomed wherever he goes and rules over a great people.

'Ways of communities' (jātidharma) is about understanding and respecting diverse customs, not endorsing caste rules or birth-based hierarchy.

Respecting and understanding the customs of people different from us opens doors everywhere. Good leaders learn how others live before trying to lead them.

Vidura describes the person who understands the customs of different peoples and so is accepted everywhere.
