mūrdhajyotiṣi siddhadarśanam ||
On the light in the head, the sight of the perfected ones (siddhas).
This sūtra states what the text claims follows from saṃyama; it is not a feat to attempt or test, and it proves nothing about anyone. Be wary of anyone who sells, demonstrates or promises such powers, or asks for money or obedience in return. Patanjali himself calls these powers obstacles to samādhi (3.37). If you see visions or hear voices that frighten or distress you, stop practising and seek help (Tele-MANAS 14416).

This is the text's claim. Visions are not proof of progress, and no one should be followed because they say they have seen such beings.
Part of the list of powers (vibhūti) that Patanjali says follow from saṃyama.
