nirmāṇacittānyasmitāmātrāt ||

Created minds arise from I-am-ness (asmitā) alone.

This describes a power the text claims; it is not a feat to attempt or to believe someone has. Siddhis are what the text claims, not feats to chase or proof of anything; be wary of anyone selling powers or demanding money or obedience for them.

Meaning today and context

Whatever its literal sense, the sūtra points out that the sense of 'I' is what organises a mind. The many selves we live as, the worker, the parent, the anxious one, are all built around that same I-sense.

Patañjali takes up a claim of the tradition that a yogi can create several minds (for several bodies): such minds arise from the sense of 'I' alone. It can be read as a literal power or as a statement that every mind takes shape around the I-sense.
