Chandogya Upanishad 7.4.1

7.4.1 Sanatkumara to Narada

saṃkalpo vāva manaso bhūyān | yadā vai saṃkalpayate'tha manasyati | atha vācamīrayati | tāmu nāmnīrayati | nāmni mantrā ekaṃ bhavanti | mantreṣu karmāṇi ||

"Intention is greater than mind. For when one forms an intention, then one thinks; then one sends forth speech, and one sends it forth in name. In name the sacred texts become one, and in the texts, the rites."

Meaning today and context

Behind our thinking there is a deeper act of will that sets the direction. Noticing what we have actually resolved on explains much of what we think and say.

Chandogya 7.4.1: resolve or intention (saṃkalpa) is greater than mind; first one resolves, then thinks, then speaks, and speech takes shape in names, in which texts and rites are contained.
