Hitopadesha 1.10

1.10 Narayana

gatānugatiko lokaḥ kuṭṭanīmupadeśinīm | pramāṇayati no dharme yathā goghnamapi dvijam ||

People just follow where others have gone: in matters of dharma they will not take as authority even a procuress who gives good counsel, just as they would not a brahmin who has killed a cow.

The verse uses the stock examples of its time; it does not mean anyone's worth depends on caste or on their past.

People judge advice by the reputation of the speaker and by what everyone else says. That is often sensible, as here, where the tiger really is dangerous; but it also means a person with a bad past struggles to be believed.

The tiger complains that despite his reform, people still say 'tigers eat men', because the world simply follows hearsay.
