bhogasya bhājanaṃ rājā na rājā kārya-bhājanam | rāja-kārya-paridhvaṃsī mantrī doṣeṇa lipyate ||
The king is the one who enjoys; the king is not the one who does the work. A minister who lets the king's affairs go to ruin is stained with the fault.
