When a ruler makes one minister the sole authority in the kingdom, pride takes hold of him through delusion; through pride and idleness he grows restless; in the heart of the restless one, desire for independence takes root; and from that desire he plots against the king's life.
In the story Damanaka says this to poison a friendship with lies. Before acting on suspicion of anyone, check the facts yourself (see HP 2.143–144).
Meaning today and context
Unchecked power changes people step by step: pride, then restlessness, then wanting to be the boss. Systems that share and check authority protect both the leader and the person trusted.
Damanaka goes to the lion Piṅgalaka to turn him against his friend the bull Sañjīvaka; he describes how a minister given sole authority turns against his king.
