Hitopadesha 2.183

2.183 Narayana

satyānṛtā ca paruṣā priya-vādinī ca | hiṃsrā dayālurapi cārtha-parā vadānyā | nitya-vyayā pracura-ratna-dhanāgamā ca | vārāṅganeva nṛpa-nītiraneka-rūpā ||

Truthful and lying, harsh and sweet-spoken, cruel and kind, grasping and generous, always spending yet drawing in a flood of jewels and wealth: like a courtesan, the policy of kings takes many forms.

Not a licence for deceit or manipulation; the courtesan simile reflects the outlook of its time and must not be used to demean anyone.

Power and politics wear many faces and change them as needed. Understanding that helps you read leaders and institutions realistically, without taking any single face at its word.

In the story of the lion Piṅgalaka and the bull Sañjīvaka, Damanaka closes his argument to Piṅgalaka by describing royal policy as many-sided.
