त्रिविधाः पुरुषा राजन्नुत्तमाधम-मध्यमाः । नियोजयेत्तथैवैतांस्त्रिविधेष्वेव कर्मसु ॥
trividhāḥ puruṣā rājannuttamādhama-madhyamāḥ | niyojayettathaivaitāṃstrividheṣveva karmasu ||
People are of three kinds, O king: the best, the lowest and the middling. One should employ them accordingly in three kinds of tasks.
