Hitopadesha 3.42

3.42 Narayana

sāmnā dānena bhedena samastairathavā pṛthak | sādhituṃ prayatetārīnna yuddhena kadācana ||

By conciliation, by gifts, by division, all together or one by one, one should try to win over enemies, but never by fighting.

'Division' (bheda) here is ancient statecraft; it is not a licence to manipulate people or turn them against each other.

Meaning today and context

Talking, compromising and finding shared interests usually settle a conflict at far lower cost than a fight. Force should be the last resort, not the first.

Sarvajña names the alternatives to war from the classical four means of statecraft.
