12.276.54 Narada to Galava

upasṛṣṭeṣvadānteṣu durācāreṣvasādhuṣu | avinīteṣu lubdheṣu sumahaddaṇḍadhāraṇam ||

For the corrupt, the unrestrained, the ill-behaved and the wicked, for the unruly and the greedy, a very firm wielding of the rod is due.

The rod here is lawful authority exercised by those responsible for order. It is not a licence for anyone to punish, attack or take revenge; report wrongdoing to the authorities (112).

Meaning today and context

Leniency toward those who repeatedly harm others is not kindness. A just order must be firm with corruption and greed.
