When a yogi has conquered the senses, is steadied in discipline, has mastered the breath and holds the mind fixed on me, the powers (siddhis) come and wait upon him.
This verse states what the Bhāgavata claims about yogic powers (siddhis); it is not a feat to attempt or test, and it proves nothing about anyone. Be wary of anyone who sells, demonstrates or promises such powers, or asks for money or obedience in return. Krishna himself calls these powers obstacles that waste the seeker's time (UG.10.33).

The point is the discipline and the steady mind, not the powers. Whatever 'results' come from inner practice, the chapter will soon say they are side effects, not the goal.
Bhāgavata 11.15 opens: Krishna tells Uddhava that yogic powers (siddhis) come to the disciplined yogi whose mind is fixed on him.
kayā dhāraṇayā kā svitkathaṃ vā siddhiracyuta | kati vā siddhayo brūhi yogināṃ siddhido bhavān ||
By what concentration does which power arise, and how, Acyuta? And how many powers are there? Tell me, for you are the one who grants powers to yogis.

Uddhava's curiosity is natural; many people come to spiritual practice hoping for something extraordinary. Krishna answers fully, and then shows where such hopes lead.
Uddhava asks Krishna which concentrations (dhāraṇā) give which powers, how, and how many powers there are.
Masters of yoga have spoken of eighteen powers and as many concentrations. Of these, eight have me as their source; ten arise from the guṇas.

vaśitā (mastery) is being unattached amid the guṇas; and (the eighth) is reaching the end of whatever one desires. These eight powers of mine, gentle one, are held to be inborn.

Not advice to go without food or water.

After describing every wonder, Krishna calls them a distraction. Special experiences, talents, or impressive results in spiritual life can become a detour; the aim is closeness to God and inner freedom, not something to show.

Krishna's verdict on the powers he has just described: for one seeking union with him, they are obstacles and a waste of time.

Krishna says every power gained by birth, herbs, austerity or mantras can be had through yoga, but those means cannot give the goal of yoga.

I am the Self of all embodied beings, within and without, unveiled; just as the elements are inside and outside beings, so am I myself, outside and within.
Meaning today and context
What one seeks is not far off or gained by powers; it is already present, inside us and around us, the way air and space are. Recognising that can make one feel less alone and less separate from others.
Krishna closes the chapter: he is the Self within and without all beings, as the elements are within and outside all bodies.
